Incentives for broadband investment are not right
DIW Berlin Weekly Report 49/2009, pp. 855-860
An efficient broadband infrastructure indisputably contributes to growth and employment. In Germany, the broadband infrastructure is only of average quality in international comparison. In order to improve this, the Federal Government’s broadband strategy provides for both nationwide minimum coverage and the targeted expansion of next-generation high-performance networks. Regardless of the expected economic effects and the clear political targets, however, the expansion is progressing very slowly. This indicates that the framework conditions for investment must be significantly improved.
