Market design for an efficient transmission of offshore wind energy

In Germany, offshore transmission assets for offshore wind farms bear unutilized potential for cost reduction. So far, offshore transmission assets in Germany are developed monopolistically and separately from offshore wind farms by the local transmission system operator (TSO). A competitive tender and an integrated development by the offshore wind farm operator, as it is practiced in the United Kingdom, can significantly reduce the cost of offshore transmission assets. Our empirical study shows that the current monopolistic and segmented market design in Germany will generate additional costs for final consumers of EUR 6.7 billion until 2030.
