Online survey to evaluate the ordering principle in the marketing of rental properties

DIW Econ GmbH was recently commissioned by the Federal Ministry of Justice and Consumer Protection to evaluate the “buyer principle” introduced in 2015 for the marketing of rental properties. Since then, this principle has obliged the initiator of a brokerage service to pay for it (“whoever orders, pays”). The evaluation is intended to check whether the law’s objectives have been achieved and to identify a possible need for legislative adjustment.

In addition to the econometric evaluation of advertisement data and the conduct of expert interviews, a large-scale online survey of market participants (brokers, landlords and tenants) will be conducted.
